Non è la prima volta che si parla dell’abolizione delle tariffe di roaming all’interno dell’Unione Europa: ci fu già la campagna per il roaming zero del Gruppo S&D che poi non passò.
Ora a riproporla, a sorpresa, è il commissario Ue per l’Agenda digitale, Neelie Kroes, che ha annunciato il provvedimento all’interno del pacchetto sul mercato unico delle TLC.
I want you to be able to go back to your constituents and say that you were able to end mobile roaming costs. [..] Everyone loves the benefits of EU price cuts to roaming. It is the one thing even “Eurocritics” agree the EU did well. And it could never have happened without the EU. [..] I am guessing in part because you do not like artificial borders. That you believe we can achieve more when the freedom and competition are greater, the opportunity is bigger, and consumer rights are real! In telecoms, of all sectors, there is no place for borders! There is no other sector of our incomplete European single market where the barriers are so unneeded, and yet so high. [..] And in the case of roaming, it is only if a genuine single market actually exists that roaming can cease to exist, in legal or economic terms. Neelie Kroes
Obiettivo ambizioso che prevede anche una nuova normativa sulla net neutrality. Nell’ultimo anno di questa legislatura la Kroes apre alla campagna per le elezioni europee 2014 con (quasi letteralmente) “l’opportunità di annunciare agli elettori di essere stati capaci di mettere fine ai costi del roaming”.
E’ anche ottimista sui tempi, nonostante le numerose difficoltà politiche da affrontare. Obiettivo Pasqua 2014.
